One of the nice things about having decent infrastructure for cycling is that it allows people to make phone calls without risk to others. Please bear in mind that making a call while traveling at 10 mph on a bicycle is very different from making a call at >30mph while in control of more that a ton of metal, which can pose a considerable risk to others.
